You have to focus on the free tools as well as the paid ones.
SEO is free basically if you know what you do. Keyword sources like google adwords, wordtracker etc. helps to find the proper keywords to score well on google, bing, yahoo etc. and they are important for your online marketing.
The best PPC is still google adwords and I think article distribution is still important.
And Social bookmarking sites to get traffic. Twitter, facebook, stumbleupon etc.
SEO is more focused, more targeted than social sites, but you have to try both.
I hope it helps

There is an array of tools for Internet marketing you can use. Wordtracker, Google Adwords, Google Labs, etc. but no matter how many tools you use in your campaign, effective ones or not, it all boils down to your work ethic and how dedicated you are in your endeavor. Know how the system really works, the market trends, what your supposed-to-be followers in your site really wants to see in your site. Success lies in your hands and not with the tools.

For keyword research I start with Google keywords – I add all the result and paste them in Market Samurai – and see all the high volume and low competition.
Than I continue basically in MS until I need to start looking for backlinks, which I use Keyword Elite.
I would subscribe to http://www.seomoz.org for more tools to monitor your progress online.
